Economic Development:

We believe that Economic Development involves not only seeking out and bringing new businesses to our community, but addresses other issues such as sustaining existing businesses, housing availability, good schools, quality healthcare, and job retention.

It is about creating a vibrant and safe community environment where people want to work, live and raise their families.

The City of Harper currently offers two incentive programs: Ad Valorem Rebate & Utility Forgiveness. Programs are also available at the county level.

Community Development:

Our objective is for agencies and community members to come together to identify important concerns and issues and to take collective action and produce solutions to these concerns and issues. 

Community well-being (economic, social, environmental and cultural) is Harper’s goal and often develops from this type of cooperative action being taken.
