Municipal Judge - Elaine Esparza
The Municipal Court is the judiciary branch of Harper City Government, and is where traffic tickets and
violations of City ordinances are judged and fines levied.
Ticket Payment
Unless otherwise specified, traffic tickets do not require a mandatory court appearance and can be paid in
the following ways.
- In Person:
The City office is open from 8:00am – 5:00pm and fines may be paid during this time. The Municipal
Court office is located in City Hall at 201 W Main St. We accept cash, checks, credit/debit cards, cashier’s checks and money orders.
- In Person After Hours:
There is a drop box located outside the front west door of City Hall for after hour convenience.
- Online:
Tickets may be paid online. There is a fee associated with this process.
- Phone:
Payments can be made over the phone by calling 877-390-7368. There is fee associated with this
process.
- Mail:
Payments can be sent to the City of Harper 201 W Main St Harper, Kansas 67058
