Harper County Community Development Residential Housing Enhancement Program

What is the Residential Housing Enhancement Program (RHEP)? In an effort to beautify our communities, Harper County Community Development is implementing programs to aid homeowners in their efforts to rehabilitate and improve the exterior of their property. These programs will improve the stability of our communities and foster revitalization to improve the quality of life of our residents.
 
What are program requirements? 
Property Eligibility and Selection 
All properties must be located within Harper County.  Each property rehabilitated using RHEP must be single family housing.  No applicants having past due or delinquent taxes are eligible for this program.  Properties must have a current appraised valuation between $10,000 and $74,999 according to the Harper County Appraiser’s Records.   
Eligible Applicants 
Applicants are required to submit a completed application.  The application must be submitted with required documents as specified on the application.  Applicants must be the homeowner that occupies the property as their primary residence.   
Applicant Selection 
Applicants are selected and approved on a first come, first qualified, first served basis.  Applications are time/date stamped and determinations of application submittal will be based on the time/date stamp.   
Number of Applicants allowed for the 2021 Calendar Year 
In order to spread the program funding around the county, the following number of applications will be accepted.   
City Limits of Anthony – 2 
City Limits of Attica – 2 
City Limits of Harper - 2 
Properties not otherwise listed will be limited to 2 projects per County Commissioner District. 

 
 
Notice of Eligibility 
Approved applicants will be notified in writing of their eligibility.  Approval/Award letters are valid for a period of 6 months from the date of the letter.   Extensions of up to 3 months may be granted at the discretion of the Board of County Commissioners.   Applicants must wait 5 years before making application again. 
Award Amount 
Each property will be awarded funds based on estimates of the work to be completed.  A maximum of $15,000 will be allocated per property.     
Financial Assistance (Subsidy) 
RHEP may provide eligible property owners financial assistance to be used towards roof repair/replacement, window or door repair/replacement, siding repair/replacement or painting of their residence.  Income verification will be verified by reviewing the applicant’s tax return for the two years prior to the application year.  For example, if you are applying in 2021, we will use the applicant’s 2019 and 2020 Tax Return for verification.  If your tax return is not complete at the date of the application, we will use the 2 previous years for an average income. 
Subsidy grant funds are available to Harper County residents whose income does not exceed the following: 

Number of Persons in Household Total Income Reported on Tax Return
1 Person - $31,900
2 Person - $43,100
3 Person - $54,300
4 Person - $65,500
5 Person - $76,700
6 Person - $87,900
7 Person - $99,100 
 
If the applicants meet the income requirements, no matching funds are required.   
Applicants that: 
1) Do not meet the subsidy requirements; 2) Or wish to make interior improvements or structural alterations to the residence; 
will receive funding, but at a 50% match rate.  For example, you would need to spend $30,000 to receive the full $15,000 award amount.
